Circumstances:	During the bad weather he was crying outside in the wind and rain, and has not left the area since. I have attached paper collars but had no response, and he has not moved far from my house. He is very hungry but also very friendly and happy. My own cat is not welcoming him.
Other info:	He has gold eyes and a round face, very bushy tail
