Circumstances:	I drove past this area. A man with a white van appeared to be looking at the cat which was deceased. I do not know if he removed it but he looked like he was moving away from it and may have been photographing or checking it. I did not see the cat when I had passed it earlier in the morning around 09:30. There are only a few houses in the immediate area but a housing estate less than half a mile away. It was laid in a prominent position and easily seen by passing drivers or owners searching unless it has since been removed.
