if that is an actual photo of the cat found, it is certainly not a moggy It is a Bengal and therefore valuable. If you take it to the vet they will scan yo read the microchip and then it can be returned to the owners. Neither of my Bengals wear collars but they are both microchipped!

Yes, its important that this cat is scanned for a microchip. You're not far way from the Oxford Cat Clinic. They will be able to scan it for a chip free of charge. Are you able to transport it to them?Nick
