looks like a healthy well fed cat and the owners have let it out for some exercise and fresh air which is normal

anyone who finds a cat should put a paper collar on it for a week before they take it into their home. This is required by law and people have been prosecuted when they haven't done this before taking a cat into their home. Then the person must take it to the vets to be scanned, or google scan angels and put the post code in to bring up scan angels in that area. No-one is allowed to take a cat in unless they have done all these things first.
