Any update on owner? Long haired? My male has been missing since 20th August

This cat has turned up in Mount Pleasant (RG1 2TS) last week and was very thin and very hungry. We fed him and he ate well last week, but has been resting in our garden for a couple of days, and has been off his food. He seems to have damaged teeth. Does anyone know anything about his history or health?
