Circumstances: The cat has been seen often over the past few weeks by different people in the neighbourhood - the reports have been shared in a community WhatsApp group.
Other info: His collar (black with white paws pattern with a tag) is around his belly. He looks healthy and but has been roaming around Wapping (Wapping Group Practice/Reardon Street area) for a few weeks now. People in the community, including myself, have tried to approach and lure him/her with treats but runs away. He's found a tranquil spot in one ground balcony and people seem to be feeding him but he still has the collar around his belly.

Unneutered tom. Probably lost whilst seeking out a mate. If only owners would neuter before 6 months old then we, and more importantly the cats, wouldn't keep having this problem.

Someone in the Wapping WhatsApp community group said that the cat has an owner/home and they were going to speak to them about it - unsure why they let him go around with the collar around his belly (it eventually fell off but the tag didn't have data/chip).
